Who insures new trucking companies?
Reviewed · Numbers are Rookiefeed analysis as of , updated daily
United Financial Casualty Company filed the liability insurance on more newly granted carriers than any other insurer in the 30 days ending October 19, 2026: 12.2% of them. The top three insurers together covered 28.6% of new authorities. These shares come from the BMC-91 and BMC-91X filings on record with FMCSA for each carrier, so they show who wrote the federal filing, not who quoted it.

Where the numbers come from
Before FMCSA activates a carrier's operating authority, an insurer has to file proof of bodily injury and property damage (BIPD) liability coverage on Form BMC-91 or BMC-91X. Each filing names the insurer and the effective date, and it stays on record with FMCSA.
We take the latest BMC-91 or BMC-91X filing on each newly granted carrier's docket and count the insurer on it. Insurer names are shown the way they're filed, so two companies in the same group appear as separate rows. We don't say which insurers share a parent; check the filing name against the insurer's own site if that matters to you.
98.9% of carriers granted in the 30 days ending October 19, 2026 had a BIPD amount on file when we last checked. The rest are usually filings that haven't posted yet.

What an agent can do with this
- Know who you're up against. If one insurer writes a large share of new ventures in your state, your quote has to beat that market's price or its terms.
- Read the filing date. A carrier whose filing went on just before the grant bought a policy to get activated, often in a hurry and at whatever price was available first.
- Look for appetite gaps. Many standard markets won't write new ventures at all, which is why a few specialty and nonstandard insurers show up so often. If you have access to a market that does, the carriers on the list are the people who need it.
- Use it as an opener, not a script. Saying you saw their filing with a named insurer shows you looked them up; it doesn't mean their coverage is wrong.
Opening lines that use the insurer
New carriers say they get 20 or more calls a day in their first weeks, and most of those calls sound the same. Mentioning the insurer on file shows you looked at their record before dialing. A few ways to use it without sounding like you're judging their choice:
- "I see your liability filing went on with [insurer] on [date]. Did that policy include cargo, or just the federal liability?"
- "When you're ready to compare against your first policy, I can quote the same limits plus cargo."
- "Is the policy with [insurer] annual? I'll put a note to check in before it renews."
- For dispatchers: "You're already insured with [insurer], so once we have your certificate we can start on loads this week."
Limits of filing data
- The BMC-91/91X covers federal BIPD liability only. Cargo, physical damage and occupational accident coverage don't appear in it.
- A filing shows the insurer, not the agency that sold the policy or the premium paid.
- Filings can post a few days after the policy binds, so a carrier can be insured before the data shows it.
- The ranking moves daily. The stats page and each state page show the current insurer counts.

Questions
- Which insurance company insures the most new trucking companies?
- In the 30 days ending October 19, 2026, United Financial Casualty Company was on the BMC-91/91X liability filing for 12.2% of carriers granted new operating authority, more than any other insurer. The ranking comes from FMCSA filing records and changes daily.
- How can I see which insurer a carrier uses?
- From each carrier's liability filing with FMCSA, which names the insurer, form type and effective date. The filing covers federal BIPD liability, so it won't show cargo or physical damage policies or which agency sold the coverage.
- Why do so few insurers write new trucking companies?
- New ventures have no loss history and no track record as a business, and some markets won't consider them at all. That leaves a smaller group of insurers willing to write first-year carriers, which is why the same names appear on so many new filings.
