What is FMCSA Motus? Explained for people who sell to carriers

Reviewed · Numbers are Rookiefeed analysis as of , updated daily

Motus is FMCSA's new USDOT registration system, where carriers, brokers and freight forwarders apply for and manage their USDOT numbers and operating authority. The legacy registration functions in URS, L&I and the FMCSA Portal were retired at 8pm ET on May 14, 2026. FMCSA still grants new authority every business day, but the old Register and L&I lists you may have prospected from stopped updating.

What Motus is

FMCSA calls Motus its USDOT Registration System: one online dashboard for registration actions. Its fact sheet says any entity that needs a USDOT number or operating authority uses it, including motor carriers, brokers, freight forwarders, intermodal equipment providers and cargo tank facilities.

Supporting companies use it too. FMCSA lists blanket companies (the BOC-3 process agent filers), financial responsibility filers (insurers, surety companies and other financial institutions that file proof of insurance) and transportation service providers. Users sign in through Login.gov.

What happened on May 14, 2026

FMCSA's retirement notice said all current registration functionality, "including new applications in URS, changes and filings via L&I (Public), and registration options in the FMCSA Portal", would be permanently retired on Thursday, May 14, at 8:00 PM ET. FMCSA's registration hub says that starting May 14, 2026 the legacy systems would "yield to the new USDOT Registration System: Motus."

FMCSA's own notice on biennial updates says Motus launched on May 19. So there was a short gap between the old systems closing and the new one opening.

FMCSA's old Daily Register page now says the page will be deleted as Motus gains full functionality.

What changed in the numbers

FMCSA published a fact sheet on how registrations work in Motus. The parts that matter if you work with carrier records:

What happened to new-authority lists

Motus is built for a carrier, broker or filer managing its own account. It isn't a morning list of who was granted authority yesterday, and nothing in it replaced the Daily Register for that job.

Every grant still lands on a date with a docket number, so a list of new authorities is still possible. It just has to be assembled, cleaned and matched to contact and insurance details before a sales team can use it.

The volume didn't change with the system. FMCSA granted for-hire authority to 5,591 carriers in the 30 days ending October 19, 2026, about 237 per business day. See the stats page.

Questions

What is FMCSA Motus?
Motus is FMCSA's USDOT Registration System, the online dashboard where carriers, brokers, freight forwarders and other regulated companies register, apply for operating authority and update their records. Insurance and BOC-3 filers use it too. It replaced the legacy URS, L&I and FMCSA Portal registration functions, which were retired on May 14, 2026.
Did MC numbers go away with Motus?
No. FMCSA's Motus fact sheet says the system keeps issuing docket numbers with the same MC, MX and FF prefixes, and existing numbers don't change. New numbers are randomized, and each newly granted authority gets its own docket number.
Can carriers still file through L&I?
No. L&I's registration functions, such as new applications and filings, were permanently retired on May 14, 2026 at 8pm ET. Those actions now happen in Motus.
Why did my new carrier lead list stop updating in May 2026?
Many lists were built on the L&I Register or FMCSA's Daily Register page, which stopped publishing new decisions after the Motus cutover. FMCSA kept granting authority at the same pace, so lists rebuilt for Motus kept working.
