# What is FMCSA Motus? Explained for people who sell to carriers

> Motus is FMCSA's new USDOT registration system, where carriers, brokers and freight forwarders apply for and manage their USDOT numbers and operating authority. The legacy registration functions in URS, L&I and the FMCSA Portal were retired at 8pm ET on May 14, 2026. FMCSA still grants new authority every business day, but the old Register and L&I lists you may have prospected from stopped updating.

## What Motus is

FMCSA calls [Motus](https://rookiefeed.com/glossary/motus) its USDOT Registration System: one online dashboard for registration actions. Its fact sheet says any entity that needs a [USDOT number](https://rookiefeed.com/glossary/usdot-number) or [operating authority](https://rookiefeed.com/glossary/operating-authority) uses it, including motor carriers, brokers, freight forwarders, intermodal equipment providers and cargo tank facilities.

Supporting companies use it too. FMCSA lists blanket companies (the [BOC-3](https://rookiefeed.com/glossary/boc-3) [process agent](https://rookiefeed.com/glossary/process-agent) filers), financial responsibility filers (insurers, surety companies and other financial institutions that file proof of insurance) and transportation service providers. Users sign in through Login.gov.

## What happened on May 14, 2026

FMCSA's retirement notice said all current registration functionality, "including new applications in URS, changes and filings via L&I (Public), and registration options in the FMCSA Portal", would be permanently retired on Thursday, May 14, at 8:00 PM ET. FMCSA's registration hub says that starting May 14, 2026 the legacy systems would "yield to the new USDOT Registration System: Motus."

FMCSA's own notice on biennial updates says Motus launched on May 19. So there was a short gap between the old systems closing and the new one opening.

FMCSA's old Daily Register page now says the page will be deleted as Motus gains full functionality.

## What changed in the numbers

FMCSA published a fact sheet on how registrations work in Motus. The parts that matter if you work with carrier records:

- New USDOT and docket numbers are randomized to help prevent fraud. Existing numbers don't change. For carriers registered in Motus, a higher number no longer tells you a newer company.
- Each newly granted authority gets its own docket number, even when a carrier asks for several authorities in one application. The old system allowed several authorities under one docket.
- The MC, MX and FF prefixes stay the same.
- New USDOT numbers show a suffix for the entity type, such as C for a property carrier, B for a broker, F for a freight forwarder, R for intrastate and V for a private carrier. FMCSA says suffixes aren't a vehicle marking requirement.
- Status names haven't changed, but Motus adds a reason. A pending application may read "Pending – Process Agent (Form BOC-3) Filings" or "Pending – Financial Responsibility Filings."

## What happened to new-authority lists

Motus is built for a carrier, broker or filer managing its own account. It isn't a morning list of who was granted authority yesterday, and nothing in it replaced the Daily Register for that job.

Every grant still lands on a date with a docket number, so a list of new authorities is still possible. It just has to be assembled, cleaned and matched to contact and insurance details before a sales team can use it.

The volume didn't change with the system. FMCSA granted for-hire authority to 5,591 carriers in the 30 days ending October 19, 2026, about 237 per business day. See the [stats page](https://rookiefeed.com/new-trucking-authority-stats).

## What it means if you sell to carriers

- Tools and spreadsheets built on the L&I Register or the old Daily Register stopped updating. If your list went quiet in late May, that's why.
- Don't guess a carrier's age from its MC or USDOT number. Use the grant date on the authority record.
- Expect a carrier to hold more than one docket number if it was granted several authorities in Motus.
- Expect some record mismatches while FMCSA stabilizes Motus. FMCSA paused USDOT inactivations for missed biennial updates due on or after June 1, 2026, and carriers have reported Motus and older FMCSA lookups showing different statuses for the same number.
- Check the pending reason before you call someone who's still waiting. A carrier stuck on insurance or BOC-3 filings has a different problem than one waiting on FMCSA review.

## Getting new grants as a daily list

Rookiefeed sends every carrier granted authority the day before, by 7am Central, with officer names, phone (cells flagged), email, fleet size, equipment and the insurer on file. Rookiefeed is $59 a month for one state once a week, $149 for one state every day, $299 for up to 8 states and $599 for every state, and you can cancel any time.

## Questions

### What is FMCSA Motus?

Motus is FMCSA's USDOT Registration System, the online dashboard where carriers, brokers, freight forwarders and other regulated companies register, apply for operating authority and update their records. Insurance and BOC-3 filers use it too. It replaced the legacy URS, L&I and FMCSA Portal registration functions, which were retired on May 14, 2026.

### Did MC numbers go away with Motus?

No. FMCSA's Motus fact sheet says the system keeps issuing docket numbers with the same MC, MX and FF prefixes, and existing numbers don't change. New numbers are randomized, and each newly granted authority gets its own docket number.

### Can carriers still file through L&I?

No. L&I's registration functions, such as new applications and filings, were permanently retired on May 14, 2026 at 8pm ET. Those actions now happen in Motus.

### Why did my new carrier lead list stop updating in May 2026?

Many lists were built on the L&I Register or FMCSA's Daily Register page, which stopped publishing new decisions after the Motus cutover. FMCSA kept granting authority at the same pace, so lists rebuilt for Motus kept working.
